Jesus organized his disciples into a strong team. He taught them how to go town to town and spread the word of God. He knew that not all people would be ready to receive the word and that sometimes the disciples' teachings might not be so well received. So, he advised them to not tarry where they were not appreciated and move on. A good lesson for all of us. The precursor to "Cast Not Your Pearls Before Swine."
